【摘要】:SNMmonitorsareanefficientandsensitivemeansofunobtrusively(withoutabodysearch)meetingtherequirementsof10CFR(CodeofFederalRegulations)Part73orDOEOrder5632.4(May1986)thatindividualsexitingnuclearmaterialaccessareas(MAAs)besearchedforconcealedSNM.ThemonitorssenseradiationemittedbySNM,whichisanexcellentbutotherwiseimperceptiblecluetothepresenceofthematerial.Becausethemonitorsoperateinanaturalradiationenvironmentandmustdetectsmallintensityincreasesasclues,themonitorsmustbewelldesignedandmaintainedtooperatewithoutunnecessarynuisancealarms.Thisguideprovidesinformationondifferenttypesofmonitorsforsearchingpedestriansandvehicles.Eachmonitorhasaninherentsensitivityataparticularnuisancealarmratethatmustbelowenoughtomaintainthemonitorrsquo;credibility.Sensitivityandnuisancealarmratesarebothgovernedbythealarmthresholdsoitisveryimportantthatcorrespondingvaluesforbothbeknownwhenmeasured,estimated,orspecifiedvaluesarediscussed.FittingSNMmonitorsintoafacilityphysicalprotectionplanmustnotonlyconsideradequatesensitivitybutalsoasufficientlylownuisancealarmrate.1.1Thisguidebrieflydescribesthestate-of-the-artofradiationmonitorsfordetectingspecialnuclearmaterial(SNM)(see)inordertoestablishthecontextinwhichtowriteperformancestandardsforthemonitors.Thisguideextractsinformationfromtechnicaldocumentationtoprovideinformationforselecting,calibrating,testing,andoperatingsuchradiationmonitorswhentheyareusedforthecontrolandprotectionofSNM.Thisguideoffersanunobtrusivemeansofsearchingpedestrians,packages,andmotorvehiclesforconcealedSNMasonepartofanuclearmaterialcontrolorsecurityplanfornuclearmaterials.Theradiationmonitorscanprovideanefficient,sensitive,andreliablemeansofdetectingthetheftofsmallquantitiesofSNMwhilemaintainingalowlikelihoodofnuisancealarms.1.2DependableoperationofSNMradiationmonitorsrestsonselectingappropriatemonitorsforthetask,operatingtheminahospitableenvironment,andconductinganeffectiveprogramtotest,calibrate,andmaintainthem.Effectiveoperationalsorequirestrainingintheuseofmonitorsforthesecurityinspectorswhoattendthem.Trainingisparticularlyimportantforhand-heldmonitoringwheretheinspectorplaysanimportantroleinthesearchbyscanningtheinstrumentoverpedestriansandpackagesorthroughoutamotorvehicle.1.3SNMradiationmonitorsarecommerciallyavailableinthreeforms:1.3.1SmallHand-HeldMonitorsThesemonitorsmaybeusedbyaninspectortomanuallysearchpedestriansandvehiclesthatstopforinspection.1.3.2AutomaticPedestrianMonitorsThesemonitorsaredoorwayorportalmonitorsthatsearchpedestriansinmotionastheypassbetweenradiationdetectors,orwait-inmonitoringboothsthatmakeextendedmeasurementstosearchpedestrianswhiletheystoptoobtainexitclearance.1.3.3AutomaticVehicleMonitorsThesemonitorsareportalsthatmonitorvehiclesastheypassbetweenradiationdetectors,orvehiclemonitoringstationsthatmakeextendedmeasurementstosearchvehicleswhiletheystoptoobtainexitclearance.1.4GuidanceforapplyingSNMmonitorsisavailableasAtomicEnergyCommission/NuclearRegulatoryCommission(AEC/NRC)regulatoryguides,AEC/ERDA/DOEperformancestandards,andmorerecentlyashandbooksandapplicationsguidespublishedbynationallaboratoriesunderDOEsponsorship.Thisbroadinformationbasecoveringthepertinentphysics,engineeringpractice,andequipmentavailableformonitoringhashadnoautomaticmechanismforperiodicreviewandrevision.ThisASTMseriesofguidesandstandardswillconsolidatetheinformationinaformt......
