【摘要】:Accesstotheexteriorandinteriorofstructuresisoftenrequiredaspartofmaintenanceorinspectionwork.Dependingonthecharacteristicsofthestructureandsiteconstraints,accesscanoftenbeachievedusinganumberofmethodsotherthanindustrialropeaccess,includingladders,stationaryorremovablesuspendedscaffolding,mechanicalself-propelledaeriallifts,andothersuitablemeans.Thereareinstanceswhereuseofsuchmeansofaccessisnotfeasibleoreconomical.Thisstandardprovidesguidanceontheuseofropeaccessasanalternativetoothermethodsofaccess.1.1Thispracticeprovidesaframeworkofpracticalandtechnicalinformationwithinwhichthespecifyingauthorityandtheoperatorsusingropeaccesstechniquescandevelopeffectivearrangementstohelpensurethesafetyandhealthofpersonnelinvolvedintheseprojects.1.2Thispracticeappliestotheuseoftechniqueswherebyaccessisgainedtostructures,man-madeornatural,bymeansofropessuspendedfromthestructure.Itappliestoallcaseswhereropesareusedastheprimarymeansofsupportandwherepersonsdescendorascendarope,ortraversealongatensionedhorizontalorinclinedrope.1.3Thispracticeappliestoallindustrialusesofropeaccesstechniquesexceptusebythefiredepartmentandotheremergencyservicesforrescueworkandtraininginconnectiontherewith.Fireandrescueauthoritieshavespecialproceduresapplicabletotheircircumstances.Thisstandarddoesnotapplytoothermethodsofworkingatheights,suchassuspendedscaffolds.1.4Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
